The main problem is the obsession with population. The focus is on population decline, which often overshadows a better educated workforce and improved job density. Regardless, Appalachian refugees are moving back. Appalachian communities could leverage this migration for purposes of economic development. A good example can be found in Youngstown, Ohio.

Amelia, Any sub-global scale would work. If a college graduate moves from New Brunswick to Alberta, the dominant economic development paradigm frames the migration as a zero-sum game: Alberta's gain in New Brunswick's loss. Concern about "brain drain" looks at talent migration as a zero-sum game. However, "brain circulation" sees some reciprocity in the relocation. Leaving China for the United States will promote economic development back in China. Metros could learn a lot from the geopolitics of talent.
